Fort Hood Off-Post Housing
The Honest Guide
Five cities. Three gates. One BAH. This is the off-post housing decision broken down with real Bell County tax math, real commute times, and honest tradeoffs no on-base briefing will give you.
Fort Hood PCS families have five off-post cities to choose from: Killeen (5–10 min commute, lowest October 3 median ask among the four fully covered cities, deepest inventory), Harker Heights (10–12 min, lowest median asking price per square foot among those four cities), Belton (20–25 min, lake access and the newest large-lot stock), Temple (35–40 min, civilian economy via BSW Medical), and Copperas Cove (15–20 min via Clear Creek Gate, low entry price in Coryell County). The right answer depends on your reporting gate, formation time, budget, and tour length — not on what looks nicest on Zillow.
- Published 2026 BAH examples: E-5 with dependents $1,695/mo; O-4 with dependents $2,577/mo. Confirm your own allowance with your finance office.
- The 0730 main gate queue adds 15–25 minutes — Belton & Temple commuters take the hit hardest
- Qualifying disabled veterans may receive a total residence-homestead tax exemption; confirm eligibility and apply through the appraisal district
- October 3, 2026 median asking prices: Killeen $235K, Temple $280K, Harker Heights $307K, Belton $336.5K. Copperas Cove’s $250K is the older July 13 mixed sample, not a comparable October citywide median.
- Bell County’s 2.2–2.4% effective tax rate is among the highest in Texas — model PITI carefully
- For any tour length, compare actual purchase and sale costs, the full cost of ownership and realistic selling or rental alternatives before buying

Start With BAH. Budget for the Address.
Your BAH is one part of your housing budget. It does not set a maximum home price or tell you which neighborhood you can afford. Start with your actual allowance, then price the full monthly cost of a specific address. A lender must separately assess your income, debts, credit and loan eligibility.
The figures below are published 2026 with-dependents rates for the Fort Hood Military Housing Area (TX286), from the official DTMO tables checked September 23, 2026. Your allowance depends on your permanent duty station, grade and dependency status; individual rate protection may also matter. Confirm your amount through the official BAH lookup and your finance office.
Rent below your BAH can leave room in the budget, but rent alone does not tell you what you will save. Compare the actual lease, utilities, renters insurance, required fees, lawn care and commute costs with the on-post offer. Keep deposits and moving costs in your cash plan. Only count money as available to save after the full bill is covered.
Build the budget around the home, not a price cap assigned to your rank. Use the lender’s quoted interest rate, term and financed balance, plus that address’s property-tax estimate, insurance quote and any HOA or district charges. Confirm exemptions and funding-fee treatment instead of assuming them. Add utilities, maintenance and room for unexpected costs. Compare your Fort Hood BAH with one home’s full monthly cost before you lock a budget. The worksheet is a planning aid, not a loan approval; use the lender’s Loan Estimate and keep cash-to-close separate.
Commute Reality: Gate-by-Gate Breakdown
Fort Hood spans 215,000 acres with three primary gates: TJ Mills (Main) Gate, Clear Creek Gate (west side), and WS Young Gate (southeast Killeen). Map your unit’s location to your closest gate before picking a city — not after.
| City | Main Gate (0630) | Main Gate (0730) | Clear Creek | Notes |
|---|---|---|---|---|
| Killeen (near post) | 5–10 min | 15–25 min | 15–20 min | Best close-in option |
| Harker Heights | 10–12 min | 15–25 min | 20–30 min | Light traffic most times |
| Nolanville | 12–15 min | 20–25 min | 25–30 min | Underrated corridor |
| Copperas Cove | 15–20 min | 20–30 min | 8–12 min | Best for west-side units |
| Belton | 20–25 min | 30–35 min | 35–40 min | I-14 westbound, manageable at 0630 |
| Temple (76502) | 35–40 min | 45–55 min | 50–60 min | Gate queue adds 15–20 min at 0730 |
Service members leaving for the main gate at 0730 face a 15–25 minute queue behind E-4s running late for formation. This turns a 25-minute Belton commute into 50 minutes, and a 35-minute Temple commute into nearly an hour. If you report at 0630, Belton or Temple is a comfortable commute; with standard 0730 formations, weight Harker Heights or Killeen heavier on your decision matrix.
City-by-City Intelligence
Each city in this corridor solves a different problem. Pick the one whose tradeoffs match your priorities — not the one your sponsor’s spouse recommends without context.
Affordable, the deepest inventory in the corridor, and the shortest drive to most gates. Conditions vary block to block, so research the specific neighborhood through official sources (the Killeen PD public crime map, the county parcel record, the zoned campus) rather than city-level averages in either direction.
Neighborhoods to Compare
- Bridgewood Estates & Goodnight Ranch (south/SE): Newer construction with HOAs
- Trimmier Road Corridor (NE): Close to main gate, high apartment supply
- South Killeen near Stagecoach Road: Quieter pocket with established streets
Do your homework
Housing stock age and condition vary sharply between subdivisions — walk the specific street, pull the parcel on Bell CAD, and check the neighborhood on the Killeen PD public crime map yourself before writing an offer.

The suburban side of the Killeen market — newer construction, big-box retail (Target, Dick’s Sporting Goods), and the lowest median asking price per square foot among the four fully covered cities ($135/sq ft median ask, 140 Active listings observed October 3, 2026). A frequent pick for buyers who want a short commute without Killeen’s core density.
Neighborhoods to Compare
- Skipcha Mountain Estates & Tanglewood North (south of Hwy 190): Established, mature trees, 1,800–2,700 sqft homes
- Sun Meadows / Sutton Place: Pricier, premium resale history
- Dana Peak / Stillhouse Hollow corridor: Quick lake access via Corps of Engineers parks

16 miles from TJ Mills Gate with a small-town feel at ~23,000 people. What you are paying for at the $336.5K October 3 median ask: Belton Lake access (a genuine lifestyle asset, not a marketing line), newer homes on larger lots, and more master-planned communities than anywhere else in the corridor.
Neighborhoods to Compare
- Lake Pointe subdivision: Newer construction, Belton ISD, quality builds, lake-adjacent
- Historical downtown Belton: Established homes with character, walkable
- Morgan’s Point Resort corridor: Lake access, slightly longer commute, second-home community

The most “civilian” city in this corridor. Temple’s economy is anchored by Baylor Scott & White Health (7,000+ jobs), not the military. For an exit plan, compare recent sales and buyer demand for the specific homes rather than assuming either city provides a resale floor.
Neighborhoods to Compare
- West & Northwest Temple (near BSW, Lake Belton frontage): Newer subdivisions closest to the hospital campus
- Lakewood / Midway area: New construction $280K–$350K range
- Salado adjacent (76571): Premium, farther commute, Hill Country feel
Sits directly west of post via US-190 and the Clear Creek Gate. Country feel, fewer shopping options than Killeen, but a tighter community and B-rated schools — fourth straight B from TEA in 2025. The most underrated pick in the corridor.
Neighborhoods to Compare
- Hartwood Park: Larger two-story homes
- Creek Hills: Modern single-story layouts
- Veterans Avenue area: Acreage options, quieter
On-Post vs. Off-Post: The Honest Comparison
Correction (October 5, 2026): the video says Nolanville is in Belton ISD. Nolanville addresses are served by Killeen ISD; confirm any address with the TEA district locator. The town suggestions in the video are general commentary from July 2026. This page compares the six towns by commute, price, tax rate and school district only.
On-post vs off-post starts at 14:13 — or compare all six corridor towns side by side.
On-post (Cavalry Family Housing + Liberty Village) covers 5,552+ units across 12 villages, managed by privatized contractors. Check the actual on-post lease for rent, included utilities, extra charges and any allowance allotment. The wait for junior enlisted 2BR units typically runs up to 3 months; larger family units (4–5BR) can stretch longer during peak PCS season.
Pros of On-Post
- Zero gate commute
- Check which utilities the lease includes and which you would pay separately
- Community of other military families all around
- No security deposit
- Heritage Heights (replacing the demolished McNair Village) is new construction with garages and fenced yards
Cons of On-Post
- Compare the lease rent and any allowance allotment with your actual BAH and other housing costs
- Documented history of mold and maintenance failures: nine Fort Hood families filed federal lawsuits in 2020 alleging mold, fraud, and “deplorable conditions”
- August 2025: a family reported a ceiling collapse and was denied legal representation in mediation
- 2025 Task & Purpose survey: 2,600 service members reported serious housing issues; families paid an average of $1,680 out of pocket for unresolved problems
- The DoD Housing Feedback System launched in August 2024 for accountability — only 45 posts in its first year
- Limited privacy; proximity to your unit; hard to separate home life from Army life
Compare the actual on-post offer with the full cost of an off-post address. Off-post rent below your allowance can leave money for other needs, but utilities, fees and commuting can reduce that difference. Check what each lease includes before treating any difference as savings.
School District Comparison
There are no DoDEA schools at Fort Hood. The entire installation falls under Killeen ISD jurisdiction, and off-post families attend the ISD their address is zoned to. The table below shows the official TEA 2025 accountability data — treat it as a data point, not an endorsement, and always confirm the zoned campus for a specific address at txschools.gov plus the district’s own lookup, because large districts vary campus to campus and boundaries change.
| District | 2025 TEA Rating | Key Data | Military Notes |
|---|---|---|---|
| Belton ISD | B (80) | 94% CCMR, ~98% graduation | 4 Purple Star campuses; B-rated 4 of last 4 years |
| Copperas Cove ISD | B (82) | 4th straight B; 18 distinctions; 98% CCMR at CCHS | 100% Purple Star district |
| Temple ISD | C (77) | Improved 8 points from 2024’s D rating | Growing civilian economy |
| Killeen ISD | C (74) | 38 Purple Star campuses; largest district | Check the campus’s PCS-transition supports |
Texas honors the Interstate Compact on Educational Opportunities for Military Children — Texas schools must standardize enrollment, placement, and graduation requirements for PCS transitions. This matters when a mid-year PCS creates credits and placement issues. Use this if you encounter resistance.
Bottom line: The TEA ratings above are one input among many, and they change every year. What matters for your decision is the specific campus your address feeds — check it before you weight any district rating, and weigh schools however fits your own priorities alongside commute, budget, and exit plan.
VA Loan Specifics for Bell County
2026 VA Funding Fee
| Scenario | Funding Fee |
|---|---|
| First use, 0% down | 2.15% of loan |
| Subsequent use, 0% down | 3.30% of loan |
| 5–9.99% down (first use) | 1.50% |
| 10%+ down | 1.25% |
| Receiving VA service-connected disability compensation | Exempt — $0 |
| Surviving spouse (DIC) | Exempt — $0 |
For an illustrative $280,000 loan at a 2.15% funding fee, the fee is $6,020. If owed, it can be paid at closing or financed into the loan balance. A qualifying exemption avoids that fee; the cash needed at closing depends on how the fee would otherwise be paid. VA lists other qualifying exemption statuses, so confirm your status and closing figures with the lender. Funding-fee rules checked October 24, 2026: VA funding fee and closing costs.
2026 Market Dynamics for VA Buyers
Temple–Belton has 874 screened Active listings observed October 3, 2026. This stock count is not a months-of-supply estimate. VA buyers in 2026 face meaningfully less seller resistance than in 2021–2022. Modern VA appraisals return in 7–10 days, similar to conventional. VA buyers compete effectively with strong earnest money and short option periods.
Local Lender Nuances
- Seek lenders with local Bell County appraiser relationships — VA appraisers who know Killeen and Temple micro-markets process faster with fewer disputes
- The Texas Veterans Land Board (VLB) Housing Assistance Program can be layered with a VA loan; VLB increased its home loan cap to $832,750 in January 2026 with discounted rates available for veterans with 30%+ disability ratings
- VLB requires Texas residency, primary residence occupancy within 60 days, and 3-year primary residence commitment
- USAA, Veterans United, and Navy Federal are well-reviewed in the Killeen corridor; Fort Hood National Bank and Fort Hood Federal Credit Union have deep local market knowledge and faster closings
- Certificate of Eligibility: fastest path is lender pull via VA Web LGY; have DD-214 or current orders ready
Entitlement Math for Repeat Users
Your Certificate of Eligibility (COE) shows the entitlement available for a VA loan guaranty. Full entitlement removes the VA county loan limit, but it does not mean unlimited borrowing or automatic lender approval. The lender must assess your finances and the property appraisal. With remaining entitlement, the county loan limit and entitlement already used affect the guaranty and any down payment requirement. Confirm the COE and actual loan terms rather than inferring full entitlement from whether another VA loan is active. Entitlement guidance checked October 24, 2026: VA entitlement and loan limits.
Property Tax: What Military Families Must Know
School-District Residence Homestead Exemption
Texas requires school districts to provide a $140,000 residence homestead exemption to qualifying homeowners. It reduces school-district taxable value, not the value used by every taxing unit. Other exemptions depend on the jurisdiction and eligibility. Ask BellCAD about your principal residence, application and parcel’s taxing units before estimating savings. School-exemption scope checked October 24, 2026: Texas Comptroller exemption guidance.
Active duty service members may file for homestead exemption on a Texas residence even if deployed or temporarily absent, and have up to two years after the delinquency date to file. Don’t lose this benefit because of a deployment timeline.
Disabled Veteran Property Tax Exemptions
| VA Disability Rating | Exemption |
|---|---|
| 10–29% | $5,000 off appraised value |
| 30–49% | $7,500 off appraised value |
| 50–69% | $10,000 off appraised value |
| 70–99% | $12,000 off appraised value |
| Qualifying total disabled-veteran exemption | Total exemption on a qualifying residence homestead |
A veteran awarded 100% service-connected disability compensation, with either a 100% disability rating or individual unemployability, may qualify for a total exemption on their residence homestead. Apply through the appraisal district with the required documentation, and confirm that you and the home qualify. There is no fixed savings amount for every buyer. Total-exemption conditions checked October 24, 2026: Texas Comptroller disabled-veteran exemptions.
The total exemption can begin or end during a tax year as qualification changes. Ask the appraisal district to confirm the qualification date, application requirements and resulting tax treatment. Filing an award letter does not by itself set an automatic savings start date. Qualification and filing guidance checked October 24, 2026: Texas Comptroller Tax Basics.
Resale: Which Markets Hold Value After 2–3 Years
For a family buying in 2026 and selling in 2028–2029, the key question is: which markets have buyer demand independent of military population?
| City | Buyer-demand mix | Market notes | Median DOM |
|---|---|---|---|
| Belton | Mixed: civilian, military | Lake access, newest stock | 69.5 Active DOM (Oct 3) |
| Temple | Mixed: BSW medical + military | Diversified employer base | 73 Active DOM (Oct 3) |
| Harker Heights | Largely military-linked | Suburban stock, larger homes | 67.5 Active DOM (Oct 3) |
| Copperas Cove | Largely military-linked | West-of-post, smaller pool | 55 DOM (Jul ’26) |
| Killeen | Heavily military-linked | Deepest inventory, PCS-cycle turnover | 65 Active DOM (Oct 3) |
Consider who may want your house when orders come. Compare recent sales, rental demand and competing properties for the specific address. Include actual purchase and sale costs, carrying costs and realistic selling or rental alternatives. An employer base or an expected holding period does not guarantee appreciation or a workable exit.
8 Mistakes Military Families Make Here
A stunning house in south Killeen is meaningless if your unit operates from the WS Young side. Map your unit’s location to your closest gate before selecting a city.
HSO in-processing is mandatory before signing any lease. Beyond compliance, give yourself time to drive different neighborhoods at 0700 on a Monday morning before committing.
City-level statistics — prices, conditions, anything — mislead in both directions, because every city here varies block to block. Research the specific street: the county parcel record, the zoned campus, the Killeen PD public crime map and Texas DPS data portal if safety data matters to you, and a drive-through at different times of day. Make the call yourself from primary sources.
Compare the actual address, expected tour length and total costs of renting or owning. Include purchase and sale costs, maintenance, taxes, insurance and a plan for selling or renting the home when you leave. Test the assumptions rather than relying on a fixed appreciation or break-even promise.
Bell County’s 2.2–2.4% effective rate is among the highest in Texas. First-time Texas buyers from low-tax states (Virginia, Colorado) are consistently shocked by the escrow impound. Model PITI before you make an offer.
Cove’s entry prices run materially lower than Belton’s ($250K vs $335K in the July 13, 2026 mixed-price sample; retained as historical context because the October export is not citywide for Cove), it is 8–12 minutes from west-side units via Clear Creek Gate, and Copperas Cove ISD holds a TEA B rating (82, 2025). Whatever your priorities, it deserves a spot in the comparison before you rule it out.
Modern VA appraisals in Temple and Killeen return in 7–10 days. The 2026 Temple–Belton market has sufficient inventory that sellers are far more accommodating than they were in 2021–2023.
Check whether you qualify for a partial or total exemption, and contact BellCAD about the application, documentation and effective date. A rating or award letter does not automatically update the property’s tax bill. Review the exemption conditions above before using a tax estimate in your budget.
Temple vs. Killeen: The Honest Take
This is the decision most families agonize over. Here is the unvarnished breakdown — no marketing spin in either direction.
| Factor | Temple | Killeen |
|---|---|---|
| Gate commute (0630) | 35–40 min | 5–10 min |
| Gate commute (0730) | 45–55 min | 15–25 min |
| Median Active ask (Oct 3) | $280,000 | $235,000 |
| Safety data | Check primary sources for the specific neighborhood: Temple PD and Killeen PD public crime maps + the Texas DPS crime data portal — city averages hide block-level variance | |
| School district | Temple ISD: C (77) | Killeen ISD: C (74) |
| Primary economy | BSW Medical (7,000+ jobs) | Fort Hood (~90% military-dependent) |
| Spouse employment | Healthcare, logistics, education | Military-adjacent services; limited diversity |
| 3BR rent | ~$1,595 | ~$1,300 |
| Buyer-demand mix | Military + BSW medical + civilian | Heavily military-linked |
| Entry-level price point | Tight | Accessible |
| Community feel | Suburban; separated from base life | Next to post; base life follows you home |

Start with the address, your reporting gate and how long you may stay. Compare the total rent or ownership cost and a realistic exit plan. A city’s name alone does not establish resale demand or fit.
A shorter expected stay puts more weight on transaction costs and moving flexibility. For a longer stay, compare lender-confirmed payments, maintenance, taxes, insurance and the costs and risks of selling or renting the property when you leave. Test both choices using the homes and leases you would actually consider.
A VA guaranty or potential tax exemption does not set a suitable purchase budget. Confirm the loan, the home’s costs and any exemption eligibility with the lender and appraisal district before deciding what you can comfortably carry.
The Decision Framework
Compare Killeen addresses if: Their access to your reporting gate fits your formation time. Compare actual rents or ownership costs and an exit plan for the property rather than using tour length alone as a rent-or-buy rule.
Choose Temple or Belton if: You or your spouse works at BSW, your budget runs higher, you want a buyer and tenant pool beyond PCS cycles when you exit, or you want home life separated from Army life.
Choose Harker Heights or Copperas Cove if: You want a short commute with more space per dollar (Harker Heights) or the lowest entry price (Cove). Harker Heights for east-side units; Copperas Cove for west-side and range units.
Frequently Asked Questions
Published 2026 Fort Hood (TX286) with-dependents examples are E-5 $1,695/month, E-7 $2,070/month, O-3 $2,340/month and O-5 $2,748/month. These figures come from official DTMO tables checked September 23, 2026. Confirm your permanent duty station, grade, dependency status and any rate protection with your finance office; a published example is not a guarantee of your individual payment.
Compare the actual on-post offer with an off-post address using the full monthly cost, your reporting gate and your lease terms. Rent below your BAH does not by itself establish savings: include utilities, renters insurance, required fees and commuting, and check what the on-post offer includes.
Killeen, at 5–10 minutes to the main gate at 0630. Harker Heights is 10–12 min, Nolanville 12–15 min, Copperas Cove 15–20 min via US-190 (8–12 min via Clear Creek Gate for west-side units). Belton is 20–25 min, Temple is 35–40 min. The 0730 gate queue adds 15–25 min for everyone.
Yes for households that value a civilian-anchored economy via BSW Medical (7,000+ jobs), spouse employment in healthcare, and a buyer/tenant pool that extends beyond PCS cycles. No for service members with 0730 formations who can’t tolerate 50-minute morning drives, or for short tours where the exit math dominates.
Start with the official TEA 2025 accountability data (txschools.gov): Belton ISD B (80), Copperas Cove ISD B (82), Temple ISD C (77), Killeen ISD C (74) — all four are Purple Star military-friendly districts. Then run the specific address through the district’s attendance-zone lookup, because ratings describe districts, not the campus your street feeds, and they change every year. Weigh the data however fits your own priorities.
Compare the actual homes and leases, your expected tour length, cash reserves and total housing costs. For a purchase, include lender-confirmed payments, maintenance, taxes, insurance, transaction costs and an exit plan. A short or long tour alone does not determine whether buying works, and a city name does not guarantee resale value. Review the alternatives using your own budget and likely move-out plans.
BAH and rank alone do not establish a maximum purchase price or loan approval. Use your actual allowance and other household finances, a lender quote, and the specific property’s taxes, insurance, HOA or district charges, utilities and upkeep. Confirm funding-fee treatment and cash-to-close separately. Use the Fort Hood BAH worksheet to compare monthly costs, then ask your lender what you qualify for.
For qualifying partial exemptions, the guide lists 10–29% disability: $5,000 off appraised value; 30–49%: $7,500; 50–69%: $10,000; and 70–99%: $12,000. A total residence-homestead exemption requires a VA award of 100% service-connected disability compensation, with either a 100% disability rating or individual unemployability. Apply through the appraisal district with required documents, and confirm qualification and effective dates. It is not a permanent no-tax promise for every property.
Yes, under the Servicemembers Civil Relief Act (SCRA). Provide written notice 30 days in advance with a copy of official orders. Lease terminates 30 days after the next monthly rent due date. The Texas Association of Realtors standard lease includes a military clause matching SCRA requirements — verify it’s in your lease before signing.
Use primary sources at the neighborhood level, not city averages: the Killeen Police Department and Temple Police Department public crime maps, the Texas DPS crime data portal, and a drive-through of the specific streets at different times of day. Every city in this corridor varies block to block, so make the assessment yourself from official data for the exact address you’re considering.
